काठमाडौँ, नेपाल प्रहरीमा हुने आगामी डिआइजी बढुवा प्रक्रियालाई लिएर संगठनभित्र चासो तीव्र बनेको छ। वरियतामा पहिलो नम्बरमा रहेका, अनुशासन र पेशागत निष्ठाको उदाहरण मानिएका एसएसपी विश्व अधिकारी फेरि पनि बढुवाबाट वञ्चित भएमा यो केवल व्यक्तिगत अन्याय मात्र नभई संगठनकै मनोबलमा गम्भीर चोट पर्ने प्रहरी वृत्तमा टिप्पणी भइरहेका छन्।
नवनियुक्त आइजीपी दानबहादुर कार्कीले निष्पक्ष निर्णय गरेर न्यायपूर्ण नेतृत्वको सन्देश दिनुपर्ने अपेक्षा अधिकारी तथा कर्मचारीहरूको साझा आवाजजस्तै सुनिन थालेको छ।
केवल ६ महिनाको छोटो अवधिमा काठमाडौँ उपत्यकाको कमाण्ड सम्हाल्दा उनले ५५०० भन्दा बढी अपराधी समातेर सुरक्षित सहर अभियानलाई बलियो बनाएका थिए। कुख्यात चक्रे मिलन, सानु भाईलगायतका गुन्डा समूहहरूलाई उपत्यकाबाट पलायन हुन बाध्य बनाउनु उनको कार्यकालको चर्चित उपलब्धि मानिन्छ। “कानूनभन्दा माथि कोही छैन” भन्ने सन्देश धेरैले अधिकारीकै शैलीसँग जोडेर स्मरण गर्छन्।
यस्तै पृष्ठभूमिमा, बढुवा प्रक्रियामा कुनै पनि घटनामा दोषी नठहरिएका र आफ्नो करियरभरि इमानदारीका लागि चर्चित एसएसपी अधिकारीलाई छुटाइने हो भने यसले इमानदार अधिकृतहरूको मनोबलमा गम्भीर असर पार्ने प्रहरी स्रोतको भनाइ छ। संगठनभित्र पनि अधिकारीप्रति सहानुभूति र समर्थन तीव्र भएको देखिन्छ।
प्रहरीभित्रका एक वरिष्ठ अधिकारीका अनुसार, “यदि यस्ता काविल अधिकृतमाथि फेरि अन्याय भयो भने प्रश्न व्यक्ति होइन, पूरा संस्था र निर्णय प्रक्रियामाथि उत्रिन्छ।”
आइजीपी कार्कीसमक्ष अब स्पष्ट अडान लिनुपर्ने दबाब बढ्दो छ। विश्व अधिकारीको बढुवा केवल व्यक्तिगत सम्मानको विषय नभई संगठनको आत्मबल, इमानदार प्रहरीको पहिचान र न्यायमा आधारित प्रहरी प्रणालीको सुदृढीकरणसँग जोडिएको मानिन्छ।
काठमाडौँलाई अपराधमुक्त बनाउन उनले देखाएको योगदान अझै पनि प्रहरी संगठनभित्र उच्च मूल्यांकनमा छ। यही कारण, यसपटक पनि अधिकारीमाथि अन्याय दोहोरिए संगठनकै विश्वसनीयता र निर्णय प्रक्रियामाथि गम्भीर प्रश्न उठ्ने चेतावनी सर्वत्र सुनिन थालेको छ।
