हामी प्रवासी नेपालीहरुलाई अत्यावश्यक बनेको नेपालको संविधान २०७२ ले निर्दिष्ट गरेअनुरुप “नेपाल नागरिकता ऐन, २०६३ लाई संशोधन गर्न बनेको विधेयक” लाई “विदेशी मुलुकको नागरिकता प्राप्त गरी सार्क राष्ट्र बाहेकका देशमा बसोबास गरेको र साविकमा वंशजको वा जन्मको आधारमा निज वा निजको बाबु वा आमा, बाजे वा बज्यै नेपालको नागरिक रही पछि विदेशी मुलुकको नागरिकता प्राप्त गरेको व्यक्तिले आर्थिक, सामाजिक तथा साँस्कृतिक अधिकारको उपभोग गर्न पाउने गरी गैरआवासीय नेपाली नागरिकता प्राप्त गर्न सक्ने” गरी नेपालको प्रतिनिधिसभाले हिजो २२ जुलाई २०२२ (६ साउन २०७९) मा पारित गरेको छ ।
प्रतिनिधिसभाले पारित गरेको यस विधेयकबाट हामी, प्रवासी नेपाली मञ्च, नेपाली नागरिकतासंग सरोकारीत सम्पूर्ण प्रवासी नेपालीहरु र गैरआवासीय नेपाली संघ समेतको अथक पहलकदमीको फलस्वरुप राजनीतिक तथा प्रशासनीक अधिकारहरु कटौती भएको सिमित अधिकारसहितको भएपनि गैरआवासीय नेपाली नागरिकता प्राप्त गर्ने मार्ग प्रसस्त भएको छ । यस व्यवस्थाले सार्क क्षेत्रबाहेकका राष्ट्रमा विदेशी नागरिकता लिएर बसेका साविकका नेपाली नागरिकहरु र तिनका सन्तान तथा दरसन्तानहरुलाई नेपाली नागरिक बन्ने शुभअवसर प्रदान गर्ने छ ।
हामी, प्रवासी नेपाली मञ्चले प्रवासमा बसोबास गरी समयको आवश्यकताले विदेशी मुलुकको नागरिकता प्राप्त गरेका नेपाली नागरिकहरुको आफुसंग रहेको नेपाली नागरिकताको निरन्तरता होस् भनी नेपाल सरकार, राजनीतिक दलहरु र अन्य सरोकारवाला पक्षहरुसंग लगातार पहल गर्दै आएका हौं । प्रवासी नेपालीहरुको नागरिकताको हकको लागि नेपालको संविधानमा गैरआवासीय नेपाली नागरिकताको व्यवस्था स्थापित गर्न, संविधान अनुसार नेपाली नागरिकता ऐनको संशोधन विधेयक तयार गर्न, सरकारद्वारा प्रस्तुत विधेयकमा भएका अस्पष्टताहरु जस्तैः मन्त्रालय समक्ष तोकिएबमोजिम निवेदन दिने भन्नेमा सम्बन्धित मन्त्रालय भनी किटानी गर्न, गोर्खाहरुको हकमा स्पष्ट पार्न र अन्य नेपालीसरह नै सम्पूर्ण आर्थिक, सामाजीक तथा साँस्कृतिक अधिकारको उपभोग गर्न पाउने कुरा स्पष्ट पार्न र सोहीअनुरुपको नियमावलीहरु तर्जुमा गर्न, हामीले गरेको अनवरत पहलकदमीलाई यहाँ स्मरण गर्न चाहन्छु । यस कार्यमा सहयोग गर्ने माननीय सदस्य सुर्य पाठक, कृष्णभक्त पोख्रेल, शेरबहादुर तामाङ लगायत सम्पूर्ण साथीहरुलाई हार्दिक धन्यवादसहित आभार व्यक्त गर्दछौं ।
